Deputy CEO, Plan and Corporate Affairs Division

 

 

 

 

The sector includes the department of planning and performance management, the department of organizational development, the department of information technology and communication, and the department of social, occupational safety and health. Accordingly, the sector will carry out the planning and performance of the corporation, the implementation of organizational change and reform, social issues, workplace, and occupational safety; the use of ICT related modern technology, and other related activities.

Duties and responsibilities of the Plan and Corporate Affairs Division

The Plan and Corporate Affairs Division, being subordinate to the CEO, has the following duties and responsibilities:

  1. Ensures the realization of the organizational structure and working procedures of the corporation in efficient and cost-effective ways.
  2. Causes the working procedure, service delivery, and data collection of the corporation to be supported by modern technology; Monitors and controls its proper implementation.
  3. Monitors and controls the proper preparation of a strategic plan and annual plan of the corporation;
  4. Ensures that the plan implementation follow-up and appraisal is based on the actual situation of the corporation and its functional sections performance result is in a way suitable to give a proper decision.
  5. Establishes and implements the working procedure that enables the corporation to participate in social affairs in areas it operates.
  6. Monitors and ensures the safety and health of workers of the corporation.
  7. Monitors and ensures the proper implementation of the environmental protection endeavors in areas where the corporation operates as per the Impact assessment document of the projects.
  8. Coordinates external relations among the internal and external counterparts, governmental and non-governmental organizations geared toward forging partnership among the stated parties.

  1.  Planning and Implementation Management Department

The Planning and Implementation Management Department being subordinate to the Planning and Corporate Affairs Division, has the following duties and responsibilities;

  1. Prepares Departments’ annual plan based on the corporate annual plan; implants upon approval;
  2. By conducting studies related to the corporate mission initiates policy ideas and was found necessary submits to the Planning and Corporate Affairs Division Deputy CEO;
  3. Based on the direction to be given by the Planning and Corporate Affairs Division, formulates a strategic plan; implements the same when approved;
  4. Based on the corporate strategic plan, formulates different projects and programs necessary for the success of corporate mission; monitors its implementation upon approval;
  5. Formulates annual corporate fiscal plan; ensures the allocation of necessary budget for each fiscal plan; monitors its implementation when approved;
  6. Ensures the preparation of various divisions, Centers, and other functional sections annual plan based on the corporate annual plan and monitors its implementation upon approval by the Strategic Management Committee and the Management Board;
  7. Monitors the corporate plan performance, prepares monthly, quarterly, biannual, nine months and annual performance report and causes to be appraised by the Strategic Management Committee and the Management Board; receives feedback from various divisions, centers, and other functional sections and gives feedback;
  8. Prepares performance report by way of analyzing current budget year corporate strategic plan half and final performance and submits to the Strategic Management Committee, the management Board, Public Enterprises Holding, and management Agency and as necessary to the House of Peoples Representatives concerning Standing Committee; notifies feedback to all sectors and relevant departments.
  9. Revises the corporate strategic plan and annual plan as necessary and submits to Deputy CEO of the Division; monitors its implementation upon approval.
  10. Collects and preserves data necessary for conducting the study and preparation of the plan and plan performance report by the department; causes to be used;
  11. Gives necessary professional explanation on matters arising in relation to the duties and responsibilities of the department;
  1. Prepares the corporate plan and plan performance report preparation framework; distributes to working sections; monitors and controls the preparation of plan and plan performance report as per the framework; gives corrective feedback;
  2. Monitors projects’ performance situation by way of conducting field supervision and collects data; analyzes projects performance level and problems encountered; prepares majors to be taken and submits to the Division Deputy CEO; disseminates written feedback to all concerned divisions and projects; monitors its implementation;
  3. Provides technical support to functional sections on a plan and plan performance preparation;
  4. In collaboration with the human resource development department, facilitates whereby workers serving in the department obtain training and education;
  5. Prepares departments’ monthly, quarterly, biannual, nine months, and annual plan performance report;
  6. Causes human resource as well as fixed and consumable properties necessary for the department to be fulfilled;
  7. Undertakes other similar tasks assigned to it by the plan and corporate affairs Davison Deputy CEO;

 

2. Information and Communication Technology Department

The Information and Communication Technology Department being subordinate to the Planning and Corporate Affairs Division Deputy CEO, has the following duties and responsibilities;

  1. Based on the corporate annual plan, prepares department annual plan; implements upon approval
  2. Plans, leads, coordinates, and controls duties and responsibilities assigned to it;
  3. Conducts studies that would enable the corporation to support its working procedures to be supported by modern information and communication technology; according to the study, identifies working procedures to be supported by information and communication technology; submits the study result to the sector; upon approval, implements or causes to be implemented and monitors and controls the work;
  4. Prepares the information and communication technology tools requirements needed for the corporation; upon procurement, conducts necessary test and ensures the quality of the same;
  5. Identifies information and communication technology software needs of the corporation; prepares requirements and submits to the sector; develops the software upon approval or causes to be developed;
  6. Prepares policy, directives, and manuals necessary for the information and communication technology work and submits to the sector; implements the same upon approval;
  7. Monitors the safety of the information and communication technology infrastructures and instruments; maintains when damage occurs;
  8. Undertakes all necessary efforts in order for the information and communication technology network to be secured and modern; develops software necessary to familiarize the corporation; monitors and controls its implementation;
  9. Organizes the data system of the corporation and administers properly;
  10. In order to properly administer the data of the corporation, gives the necessary password for users of the data account; monitors and controls the same;
  1. In order to interconnect various Divisions, Centers, functional sections, branches and projects of the corporation by modern information and communication system network, identifies solutions and submits recommendation; implements when approved;
  2. Facilitates where functional sections and projects relevant management staffs and workers of the corporation get information easily being on their respective workplace and implements the same;
  3. By conducting the study, identifies and organizes information necessary for decision making and reach by software to the relevant management staff; monitors its implementation;
  4. Monitors the proper functioning of the Information and communication technology infrastructures, instruments, and software of the corporation; controls and administers the same;
  5. Undertakes information network design and implementing the same to buildings or other similar constructions being constructed by the corporation based on the contract to be entered with different stakeholders;
  6. Provides training on the use of information and communication technology for workers of the corporation as necessarily;
  7. Causes the fulfillment of human resource as well as fixed and consumable properties to the department;
  1. In collaboration with the human resource development department, facilitates whereby the workers of the department get training and education;
  2. Prepares department’s monthly, quarterly, biannual, nine months, and annual plan performance report and submits to the Division Deputy CEO;
  3. Undertakes other related tasks as assigned by the Planning and corporate Division Deputy CEO;

 

             3. Organizational Development Department

The Organizational Development Department being subordinate to the Planning and Corporate Affairs Division Deputy CEO has the following duties and responsibilities;

  1. Based on the corporate annual plan, prepares its annual plan; implements upon approval;
  2. Plans, leads, coordinates, and controls duties and responsibilities assigned to the department;
  3. Prepares a plan necessary for the implementation of reform tools in the corporation; monitors and supports functional sections in preparing their respective plan based on this plan;
  4. Conducts survey and collects data that would enable to identify gaps in the corporate structure, working procedures, and human resource (attitude and ability); analyses data and identifies gaps; conduct study and identifies solutions to fill the gaps and submits to the Division Deputy CEO; monitors its implementation upon approval;
  5. According to solutions identified by study regarding the structure and working procedure, prepares institutional structure, directives, manuals, and procedures in collaboration with Divisions, centers, and other functional sections and submits to the Division Deputy CEO; causes to be implemented upon approval; monitors and controls its implementation;
  1. Benchmarks technology-based reform tools implemented or to be implemented by governmental and non-governmental institutions and implements by adapting to the actual condition of the corporation; monitors and controls its implementation;
  2. Benchmarks and identifies best practices from both domestic and foreign in the field of working procedure, structure, and different abilities/potentials; formulates and causes to be implemented in harmony with the corporate working procedure towards increasing the execution capacity of the corporation;
  3. Provides or causes professional support to be provided for Divisions, Centers, and other functional sections in the field of structure and reform systems implementation;
  4. Monitors and ensures the proper implementation of government and corporate laws, regulations, and directives at the corporate level and functional sections;
  5. Organizes awareness-raising discussion and training for the management staff and workers of the corporation regarding newly introduced reform tools, structure, and working procedures and implements the same;
  6. Formulates a strategy whereby workers familiarize themselves and accept reform tools implemented by the corporation and implements the same;
  7. Ensures proper identification of different stakeholders; appraises their participation being beneficiary thereof; monitors and submits a report to the Division Deputy CEO; give feedback to all concerned functional sections based on the report;
  8. Conducts a study which would enable to identify the quality of the service of the corporation and customer satisfaction level; submits a report to the Division Deputy CEO; gives feedback to all functional sections based on the report;
  9. Monitors and controls the service delivery of the functional sections according to the standard set by the corporation;
  10. Causes the fulfillment of human resource as well as fixed and consumable properties for the department;
  11. In collaboration with human resource and facility management main department, facilitates whereby the workers of the department get training and education;
  12. Prepares department’s monthly, quarterly, biannual, nine months, and annual plan performance report and submits to the Division Deputy CEO;
  1. Advises the Davison Deputy CEO on institution structure, working procedures, and technology-based reform tools implementation;
  2. Undertakes other similar tasks as assigned by the Planning and Corporate Affairs Division Deputy CEO;

 

 

4. Social Affairs, Occupational Safety, and Health Department

The Social Affairs, Occupational Safety, and Health Department being subordinate to the Planning and Corporate Affairs Division Deputy CEO, has the following duties and responsibilities;

  1. Based on the planning and corporate affairs Division annual plan, prepares its annual plan; leads, coordinates and controls its implementation upon approval;
  2. Causes occupational safety and health affairs to attain due attention towards protecting workers from injury and disease and monitors in order for workers to undertake their duties.
  3. By organizing awareness forums in the field of occupational safety and health, gives training or causes the same;
  4. Identifies personal protective equipment need based on the domestic laws and occupational safety and health directives and manuals of the corporation; monitors timely procurement and distribution;
  5. Identifies the causes of occupational injury causes functional sections to implement preventive measures and undertakes awareness creation activities;
  6. Identifies the types of fire extinguisher instruments needed for functional sections of the corporation; monitors to be filled timely or maintained and ready for use; ensures their functionality every time;
  7. In order to prevent soil erosion during construction when excavation is undertaken  and to reinstate as well as to maintain ecological balance coordinates, monitors and ensures the plantation of seedlings;
  8. Causes the social responsibility plan to be in place in areas where the corporation undertakes constructions works; monitors and ensures its implementation;
  9. By Planning HIV/AIDS prevention and control tasks undertakes awareness creation and other activities for workers of the corporation, particularly by giving due attention for workers serving in projects in collaboration with concerned organs;
  10. Undertakes the necessary follow-up and ensures HIV/AIDS positive workers to obtain different support;
  11. In order to plan social responsibility activities, Conducts study/survey and identifies such activities and submits to the sector D/CEO; implements or causes to be implemented upon approval; ensures its proper implementation;
  1. Before the corporation launches new projects, by reviewing and understanding the content of socio-economic study document undertakes the local administration organs and community to understand the impotence and benefits of the project and to work towards the success of the project;
  2. When problems related to social and economic affairs occur in areas where the corporation undertakes projects, according to directions to be accorded by top management exerts its own effort to solve the problem by discussing with the client and local administration organs by repressing the corporation;
  3. Monitors employment opportunities created by the corporation and organizes data; submits implementation report properly to the concerned organ;
  4. When workers of the corporation are organized with a view to solving their social problems, in order to enable them to obtain supports they deserve conducts study and submits to the sector D/CEO; monitors and supports its implementation upon approval;
  5. In collaboration with the human resource development department, facilitates whereby the workers of the department get training.
  6. Prepares department’s monthly, quarterly, biannual, nine months, and annual plan performance report and submits to the sector;
  7. Causes human resource, fixed, and consumable properties necessary for the department to be fulfilled;
  8. Undertakes other similar tasks as assigned by the Planning and corporate affairs Division Deputy CEO;
